• Closed as program error.

Error description

• Swagger Transform should explicitly generate UTF8 (regardless of
  System default). The API used to write the swagger file is using
  the 'system' default charset. It seems we have both  ANSI vs
  UTF8.
  

Local fix

• There is no workaround.

Problem conclusion

• The generated output in REST Service Model to Swagger
