Error description
Restrict certain roles by IP address is not working. Configuration >> People >> Restrict by IP >> Restrict login by IP = 104.xxx.xxx.15. However, when trying to log in with a user that has the Content Author role and comes from IP address 104.xxx.xxx.15, they still have the Content Author role and can perform changes to content. This is a Drupal bug, it worked for Drupal 7 but doesn't fully work on Drupal 8.
Local fix
The workaround is to restrict a certain user to an IP range by navigating to People >> {username} >> Edit >> Restrict by IP settings and set it to a desired IP range.
