• Closed as program error.

Error description

• Some users have observed  that with an average typing velocity
  it might take up to 3 seconds (dev mode deployment) for a
  number of words being displayed in the text box.
  In a distributed setup (standard mode deployment) delays up to
  10s were observed.
  The affected text fields where:
  description fields
  text boxes of APIs, products or plan in the server-side
  Designer UI
  

Local fix

• The latency was not observed with the Source editor tab or the
  the description property of the policyies (such as the invoke
  policy) in the assembly editor.
  

Problem summary

• The form fields in the ui have a lag between typing and
  displaying the text. This lag can be quite large if the page has
  multiple fields.
  

Problem conclusion

• Fixed will be included in API Connect v2018.4.1.4
