Error description
There are two API Manager local user registries configured in the CMC and the same userid and email is used in both: - API Manager Local User Registry (lur#1) - API Manager Local User Registry #2 (lur#2) To recreate issue: 1. Navigate to API Manager login screen (/auth/manager/sign-in/) 2. Select lur#2 as the repository 3. Click "forgot password" link, enter email, and submit 4. After receiving email, reset pasword via the link provided. 5. Attempt to login with the new password using lur#2, and it fails with the message "incorrect username or password." 6. Attempt to login with the new password using lur#1, and the user can login successfully. The password was reset for lur#1 instead of lur#2.

Reset user's password via the CLI in API Connect Toolkit
Problem summary
Users were not able to reset password which is incorrect behavior.
