Error description
runtime status change for output of "ha list" command when a runtime status check timed out it will show as "???".
Local fix
increase time out value for ha list either 10 seconds or 20 seconds in place of default value of 2 seconds
Problem summary
The cli command `ha list` has a default timeout of 2 seconds to check the runtime status. When timed out, the status is set to `down`. This is misleading if the user is unaware that the command had timed out.
Problem conclusion
The runtime will now show `???` for unknown status in the event that the command does not correctly return a value due to timeout or failure. If the command is able to retrieve a status, it will be shown as `Up`, `Down`, `Starting`, or `Stopping`.
Temporary fix
