Error description

• Priority doesn't populate when adding job plan to  condition
  monitoring app > Characteristics action values table
  
  Steps to replicate:
  Go to Assets > Assets > click new assets
  ex. asset0705
  go to Meters tab
  In meter field, add TestCM
  Meter type=characteristic
  change status to Active
  
  Go to Preventive maintenance > create new PM
  ex. PM1022
  In asset field, add Asset0705
  In workoder info, add worktype=PM, wostatus=WSCH, Priority=3
  change status to Active
  
  Go to assets > condition monitoring app > create new Measure
  point
  ex. Point 1007
  Asset=asset0705
  Meter=testcm
  In characteristics action values, click new row
  Value=Leak off
  add Job plan=JP3004
  
  Click another new row
  value=System
  Add PM=1022
  Priority=3
  Click Save
  
  Expectation: Job plan priority should populate
