  Steps to replicate:
  1.  Go TO -> Work Order Tracking
  2.  Restrict the list to 20 or less work orders
  3.  Check the Select Records box
  4.  Check on work order  (any)
  5.  Select Action -> Create Work Package
  6.  Work Package work order is created
  RESU:LTS:   The Job Plan field Remains Read only.
  Prior release the field was editable.
