Error description

• When compiling a large test case with -qipa and -g, the compiler
  produces an internal compiler error in the xlator.

Problem summary

• USERS AFFECTED:
  Users that compile with IPA and -g may be affected by this
  issue.
  
  PROBLEM DESCRIPTION:
  The compiler produces an internal compiler error when compiling
  a larget test case with IPA and -g
  because it was using an unset variable in one of its
  optimizations.
  

Problem conclusion

• The variable is now set properly before its used to avoid the
  compiler from producing an internal compiler error.
