Error description

• This is reproducible in SBI 60202 (non docker) installed
  without SFG.
  
  The routing rule feature is a function of SBI,
  not solely on SFG per the doc:

  The APIs listed should be available as
  documented and without the need of SFG.
  
  
  
  If we enable SFG,
  then the routing rule API is available in the REST APIs. But
  the customer is not licensed for SFG.
