IT29488: API CONNECT GATEWAY SERVICE MAY NOT BE ABLE TO SYNC FOR LARGE CATALOGS

The API Connect Gateway Service operates off an internal work queue that contains jobs for processing webhooks received from the API Manager. Jobs that take more than a certain amount of time are terminated. If you have a sufficiently large Catalog definition, the size of the snapshot payload being sent by API Manager, may exceeding the maximum time, triggering a 911 request from the gateway service to API Manager to resend the snapshot, and then in turn that request would also time out. So the gateway would never be able to sync with API Manager with respect to the catalog. The fix adjusts the algorithm to be more tolerant of longer running webhook processing jobs.
