Fix packs for DataPower Gateway version 2018.4

APAR status

• Closed as program error.

Error description

• The user observed an unexpected reload of DataPower Gateway
  while taking active through an API Gateway service which at
  same time got applied a configuration change.
  The logs showed "Local configuration modified by script"
  followed shortly after by "Assembly rule
  'my_xyz_thing_1.0.0_main' is not up for execution" for that
  specific configuration.
  

Local fix

• Ensure API config changes get only pushed to the gateway while
  it is not taking traffic.
  

Problem summary

• DataPower might unexpectedly reload while updating an API
  service configuration.
  

Problem conclusion

• Fix is available in 2018.4.1.6
