IT27099: MAILBOX EXTRACT SERVICE PULLS INCORRECT DATA FROM GLOBAL MAILBOX

Error description

• When using Mailbox Extract Service to pull messages from a
  Global Mailbox, the document name and size are correct
  but the document payload is either hex 0x00 or null.
  This issue only affects inline payloads (small files), larger
  files are not affected.
