Error description
If persistence is enabled and Gateway Director is the only cluster member then if it crashes while holding registration lock it will not be able to recover. On restart its attempt to grab registration lock will always time out since owner thread is gone and there's no other members which would clean it up on its behalf.
Local fix
Delete the domain and start over to work around the issue.
