Error description

• IBM Spectrum Protect server may not start index reorganization
  as expected when there is other database activity for the table.
  Before starting index reorganization, the server will check for
  database locks that will conflict with index reorganization
  activity.  In some cases the server will incorrectly determine
  that incompatible locks exist and chose not to begin index
  reorganization for the table.  If this problem is encountered,
  a server trace with TBREORG trace during reorganization activity
  will contain lines like the following:
