Error description

• Action output of PIPE cannot be configured on conditional
  actions sub actions. Configurations of this type might result in
  an unexpected restart.
  

Local fix

• Change any conditional sub actions output to be a context other
  than PIPE.
  

Problem summary

• Conditional Action, if outputting to PIPE might cause restart if
  the condition is false and the PIPE context breaks.
  

Problem conclusion

• Prevent Stylepolicys which contain Conditional actions whose sub
  actions Output context is PIPE from going into opstate up.
  Fix is available in 7.1.0.20, 7.2.0.17, 7.5.0.11, 7.5.1.10,
  7.5.2.10 and 7.6.0.0
