If content type is set in an error rule and the error rule is called by an on-error action, content type doesn't persist. The content type will be rewritten to text/xml.
Using an error rule instead of an on-error action will persist the content-type.
The fix allows one to set the content-type header for a HTTP response in the rule called by an on-error action that aborts the transaction.
