IT16190: DATAPOWER SELF BALANCING INCORRECTLY DOES NOT DECREMENT IP TTL UPON PACKET FORWARDING

DataPower Self Balancing incorrectly does not decrement IP TTL upon packet forwarding. If two self balancing group members cannot communicate via multicast but they can successfully forward packets to each other, this can lead to a packet forwarding loop.
Affected are all DataPower configurations using AO feature with self-balancing. The packets forwarded by the master to other members of a self-balancing group do not have the TTL field in IP header decremented. This is in violation of IP protocol. In pathological corner cases, like a temporarily degraded self-balancing group with two masters, this can cause packet forwarding loop and local network congestion.
