Error description
If standby control is disabled after quiescing a service listening on 0.0.0.0, the service may not get reinstated after unquiescing the service and standby control is re-enabled. Specifically, after the following sequence the weights of the unquiesced services remain 0 on the active appliance . quiesce a service listening on 0.0.0.0 . disable standby control . unquiesce . enable standby control

Try to quiesce & unquiesce again.
Problem summary
Services listening on 0.0.0.0 may not return to upstate after quiesce - unquiesce.
