Closed as program error.
When dp:substring-base64() is applied to a non-base64 string, and the result is used as input for another extension function, the appliance might restart.
Use substring(...) instead of dp:substring-base64(...) where the input is not base64 encoded.
Affected is the use of dp:substring-base64() DataPower extension function. When applied to input not being base64 encoded and the result is used as input for another extension function, then the appliance might restart.
Fix is to return empty string in case of dp:substring-base64() being applied to input not being base64 encoded. It is available in 126.96.36.199, 188.8.131.52, 184.108.40.206, 220.127.116.11 and 18.104.22.168 For a list of the latest fix packs available, please see: http://www-01.ibm.com/support/docview.wss?uid=swg21237631
