Error description

• In most cases Tivoli Storage Manager prevents attempts to start
  multiple dsmserv processes for the same instance simultaneously.
  When dsmserv insertdb is running, additional dsmserv processes
  are not prevented and attempting to start a second dsmserv
  process can cause dsmserv insertdb to fail.  The dsmserv
  insertdb failure may resemble the following:
    ANR0171I tbrsql.c(1446): Error detected on 2:4, database in
    evaluation mode
  When the error occurs during the "update phase" of INSERTDB,
  errors like the following may also be seen:
    ANR1524I INSERTDB: Beginning database update phase.
  
    ANR0171I tbrsql.c(1446): Error detected on 2:4, database in
    evaluation mode.  ANR9999D_4127647571 UpdateInventory
    (tbinsert.c:8485) Thread<1>:  Error 4522 from inventory update
    SQL for table Table.Name.
  After the upgrade process fails at the database insertion step,
  restarting the process will likely result in errors.  The
  following documentation has the recommended steps to resolve
  the problem:
