  Steps to reproduce
  ==================
  
  1. Login in as MAXADMIN in the SOURCE env.
  
  2. Go to Migration Manager --> Create a new Migration Manager
  Group "GREGORY"
     Migration Object = DMROLE ---> Save changes
  
  3. Go to Roles --> Create a new record = "GREGORY"
     TYPE = PERSON
     VALUE = MAXADMIN
     SAVE CHANGES
  
  4. Go to Migration Manager --> Create a new record "GREGORY"
     TYPE  CHANGE
     Change Role = GREGORY
     Change By = MAXADMIN
  
  5. Click Manage Targets --> Setup location as FILE DISTRIBUTION
  -->OK
  
  6. Click on Distribution tab--> and select the above target
  
  7. Save the package --> Change Status to APPR and Activate the
  package Definition.
  
  8. Then Go to Roles and create a new record "STEPHAN"
     TYPE = PERSON
     VALUE = MAXADMIN
     SAVE CHANGES
