    - Have a Work Order with the Tool need on it
    - Create a Predecessor between the levels
    Steps to Reproduce
    - Open the GSLP application and load the Work with Tool
    - Open the Graphical View
    - Look at the Resource section and expand
    - The Tool Load display
    PROBLEM: No Rotating Tool Availability display
    EXPECT RESULT: The Rotating Tool Availability should display as
    happen for Alternative Availability
