IJ09029: REST API DOES NOT RETURN ALL FAILURELIST RECORDS

Error description

• The REST API does not return all the FAILURELIST records if the
  following url is used:
  http://<hostname>:<port>/rest/mbo/failurelist?_lid=maxadmin&_lpw
  d=maxadmin&_format=json&_compact=1
  If the following URL is used then all the records in the
  FAILURELIST table are being returned:
  http://<hostname>:<port>/maxrest/rest/mbo/FAILURELIST?_lid=maxad
  min&_lpwd=maxadmin&_format=json&_compact=1&_includecols=FAILUREC
  ODE,ORGID,PARENT,TYPE,FAILURELIST,FLCDESCRIPTION,FAILURECLASS
  Note, the FAILURECODE is needed at the very least in order to
  return all the records from the FAILURELIST table.
  Both URL's show in the log file that they are running a SELECT
  * FROM FAILURELIST, but only one is returning all the records.
  The first URL return some records but not all of them. In the
  UI there are 23 records and the URL returns only 19. In the
  Database there are 379 records in the FAILURELIST table.
  Only the second URL will return all 379 records.
  Steps to reproduce:
  1. Open Postman
  2. Enter get method:
  http://<hostname>:<port>/rest/mbo/failurelist?_lid=maxadmin&_lpw
  d=maxadmin&_format=json&_compact=1
  Result: 19 records
  Expectation: All the records (i.e. 379 records) within the
  FAILURELIST table.
  Product versions:
  Maximo 7609 & Maximo 761
