IJ02898: GRAPHICAL SCHEDULING - THE USER CAN CREATE DEPENDENCY BETWEEN DIFFERENT PARENTS AND LEVELS OF WORK WITHOUT THE SCHEDULER PLUS

Error description

• PROBLEM: The user can create non parent dependency using the
  button create a dependency without Scheduler Plus license.
  Steps to reproduce
  1) Create 2 work orders
  2) Go to the Predecessor field and try to relate the Work 1 to
  the Work 2 - that will no be possible without the Scheduler
  Plus license,  with that you will get a Select More button
  3) Go to the Graphical Scheduling application
  4) Create a new record and setup the required fields (including
  Shift)
  5) Create a where clause condition that bring Work 1 and Work 2
  6) Move to the Graphical View
  7) select the 2 records and click at create dependency button
  at the toolbar button
  PROBLEM: IT ALLOW TO CREATE A NON PARENT RELATIONSHIP
  EXPECT RESULT: It should not happen when the user doesn't have
  the Scheduler Plus license.
  If you try to create a relationship with mouse + command or
  CTRL pressed it will not be allowed because of the license
  check.
