Error description
When a WS-MediationPolicy <RouteMessage> behavior uses the <Algorithm> element to specify the mediation-wsrr-available-endpoints, the algorithm might fail to set a route if the Service Consumer is not properly located in the DataPower enforcement context.

ConsumerID and ContextID are properly set by WS-MediationPolicy custom route algorithm sample.
