Error description

• The Tivoli Storage Manager instance may fail to start with
  the following error:
  
  
  ANR9999D_1993135396 MonInitSendMailProc(monalert.c:2932)
  Thread<1>: Error creating procedure send mail - rc 1040
  
  
  The problem occurs when starting up the the Tivoli
  Storage Manager Server using different instance userID.

Local fix

• 1) Run DB2 command "drop procedure tsmdb1.send_mail" by an
  authorized account before starting the server
  2) After start of the server, run Tivoli Storage Manager command
  "Set ALERTEMail on" to reactivate this function.
