including programs that circumvent control technology designed to limit

APAR Error Description / Circumvention

CVE-2015-8605: A badly formed packet with an invalid IPv4 UDP
length field can cause a DHCP server, client, or relay program
to terminate abnormally.
CVE-2016-2774: ISC DHCP is vulnerable to a denial of service,
caused by the failure to limit the number of open TCP
connections to the ports for inter-process communications and
control. By opening a large number of TCP connections, a remote
attacker from within the local network could exploit this
vulnerability to become unresponsive or consume all available
sockets.
CORRECTION FOR APAR SE64406 :
-----------------------------
CVE-2015-8605: With this fix, the badly formed packet with an
invalid IPv4 UDP length field can be checked and discarded.
CVE-2016-2774: Mitigation code which will make this
vulnerability harder to exploit will be added.
