Error description

• During initialization of liberty servers on z/OS it is
  possible
  to see a message:
  CWWKS2934E: The server is not permitted to use the
  authorized
  SAF registry.
  Due to race conditions during initalization the message can
  be issued before the Security feature is fully initialized.
  In that case the message is confusing because it does not
  accurately reflect the server security end state after all
  initalization activities have completed.
  This APAR is taken to rationalize the message traffic to
  avoid confusion.

  During server initialization, specifically during security realm
  initialization, the following message can occur. CWWKS2934E: The
  server is not permitted to use the authorized SAF registry. This
  message indicates that at this point in initialization our
  SAFCredentialService has not been initialized. This can occur
  for 2 reasons:
  1) The server will NOT use the SAF authorized registry.
  2) SAF authorized registry will be used, but has not yet been
  initialized.
  

Problem conclusion

• Messages CWWKS2936I and CWWKS2937I have been created to clarify.
  Also existing messages CWWKS2932I or CWWKS2934E will be issued
  once post initialization to indicate status of the SAF
  authorized registry.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 19.0.0.5.  Please refer to the Recommended Updates page for
