* with bos.net.tcp.client below the 7.1.3.45 level.

* PROBLEM DESCRIPTION:
*     When the 'no' option 'tcp_fastlo' is set and the
*     communication
*     between the local sockets fails (loopback), there is a
*     possibility
*     of memory leak.  This eventually leads to performance
*     degradation
*     or hang.

* RECOMMENDATION:
* Install APAR IV66228.
* Prior to fix availability, an interim fix is available from
* either
* ftp://aix.software.ibm.com/aix/ifixes/iv66228/
* https://aix.software.ibm.com/aix/ifixes/iv66228/
* Installation of the ifix requires a reboot.
