Local fix

Problem summary

  • Network performance degrades when there is heavy
bidirectional TCP traffic. This might be due to
    out-of-order packets on the connection

Problem conclusion

  • TCP code is modified not to send out-of-order packets.
This resolves the network performance degradation due
to out-of-order packets on the connection
