getobjmetats is triggered on cached file and
finding ETAG mismatches.

Benefits of the solution:
cachebit will not be reset and allocated
data will not be evicted.
Work around: None
Problem trigger:
Files get evicted because cache bit gets reset.

Symptom: Files get evicted.

Platforms affected: All Linux OS environments
Functional Area affected: AFM-COS
