  * PROBLEM DESCRIPTION: Usability: The use of uninitialized     *
  *                      data items can cause unpredictable      *
  *                      behavior and typically indicates a      *
  *                      programming error. This can be          *
  *                      particularly problematic when           *
  *                      migrating from pre-V5 compilers to      *
  *                      COBOL V5 and later compilers.           *
