PI56192: DISABLE RECON ALLOCATION AND LEAVE IT TO DBRC

Error description

• Currently, Index Builder allocates 2 sets of RECONS: IIURECNx
  DDs and RECONx DDs. This APAR disables the allocation and leaves
  it to IMS DBRC.

  Index Builder dynamically allocates two sets of RECON data sets,
  RECONx DD and IIURECNx DDs, before calling IMS DBRC API.
  This APAR removes the dynamic allocation by Index Builder
  so that IMS DBRC allocates RECONx DDs dynamically according to
  the rule of IMS DBRC.
  
  And this APAR enables to preset a name-token to skip clearing
  of VATVPTR in the IMS batch SVC initialization
  with the following APARs:
  - APAR PI47270 for IMS Version 12
  - APAR PI47278 for IMS Version 13
  - APAR PI48618 for IMS Version 14
