PI50811: ALLOW HPCA TO CREATE EMPTY PITCA FILE WHEN NO LOGS TO ACCUMULATE

APAR status

• Closed as new function.

Error description

• When HPCA executes to create a PITCA and there are no logs to
  accumulate, currently no PITCA is created.  This prevents a
  customer from using the DRF LASTPITCA recovery type.  HPCA will
  be enhanced to register a dummy PITCA record in the RECONs so
  that LASTPITCA will work.

• The High Performance Change Accumulation utility is changed to
  create either a placeholder change accumulation dataset name
  entry in the Database Recovery Control (DBRC) or create a PITCA
  from an existing CA when no log records are found for a change
  accumulation group.  This will allow a Point In Time Change
  Accumulation (PITCA) recovery for the change accumulation group.
  
  High Performance Change Accumulation utility is also changed to
  process x'2931' log records as well as x'2930' log records.
