Local fix

• Symptom #1: KCIJPLOD job encounters a JCL error in the KDSSQL1
  step
  
  if the PARMGEN RTE_PLIB_HILEV work dataset HLQ is different from
  the RTE_HILEV runtime dataset HLQ.
  
  Description #1: The WKANSAMU reference needs to use the
  RTE_PLIB_HILEV value for the PARMGEN work dataset.
  
  Resolution #1: Apply the PARMGEN 4Q16B IF PTF for APAR OA51503
  when
  it is available.  In the interim, modify the WKANSAMU DD of the
  KDSSQL1 step of the PARMGEN KCIJPLOD job to use the
  RTE_PLIB_HILEV HLQ.
  
  
  Symptom #2: KCIJPUSS job encounters a RC=256 in the KCIJARPX
  step if the OMEGAMON for JVM V5.3.0 Agent is configured for a
  Full RTE type or a non-SMP-sharing RTE that shares with
  read-only base libraries.
  
  Description #2: The KCIJARPX is failing on the bpxbatch step
  that copies and unpacks the hca_31,pax and hca_64.pax Health
  Center Agent pax files:

  These pax files are only made available by the OMEGAMON for JVM
  Agent FMID (HKJJvvv) starting in V5.4.0 only.
  
  Resolution #2: Apply the PARMGEN 4Q16B IF PTF for APAR
  OA51503 when available.  In the interim, one may safely ignore
  the RC=256 in the KCIJARPX step of the KCIJPUSS job.  The other
  TKANJAR files shipped with OMEGAMON for JVM V5.3.0 (i.e., the
  kjj.jar) was still properly copied/refreshed from the TKANJAR
  Install directory to the runtime version of the TKANJAR USS
  directory.
  
  Symptom #3: The PARMGEN KCIJPALO job needs to provide PDSE V1
  currency for z/OS ITM datasets such as RKANDATV to allocate it
  as a PDSE V1 for customers that have not yet applied the DFP
  APAR PTFs that provide PDSE V2 support and site's using PDSE V2.
  PDSE Data set version is controlled by customers based on their
  site-specific SYS1.PARMLIB(IGDSMSnn) settings.
  
  Description #3: z/OS ITM infrastructure does not require for the
  RTE datasets concatenated in the z/OS TEMS or z/OS Agent address
  spaces to be PDSE V2 format.  To avoid the ABEND 0F4 @
  startup (when datasets are allocated as PDSE V2 format), the
  PARMGEN KCIJPALO jobs must specify DSNTYPE(LIBRARY,1) for a
  number of read-only RK* datasets if RTE_SMS_PDSE_FLAG=Y PDSE
  flag is enabled.  PARMGEN PTF UA81228 and later maintenance
  provided the DSNTYPE(LIBRARY,1) support for most of the runtime
  datasets.  The remaining datasets such as UKANDATV need to also
  be enforced as a PDSE V1 format until customers are able to
  apply the DFP APARs tracked in PDSE V2 format / DFP FMID

  when available.  In the interim, ensure that both RKANDATV and
  UKANDATV datasets are allocated with DSNTYPE(LIBRARY,1)
  specification in the KCIJPALO job.
