  This APAR enhances the SMF Type 23 record to include new fields
  for recording zEDC statistics. This APAR also provides support
  to enable a higher compression ratio when all zEDC Express
  adapters are at the March 31, 2014 Firmware MCL level.

• This APAR provides the following new functions:
  1. The Logstream Statistics Section of the SMF Type 23 record is
     enhanced to include two new fields, SMF23BBC which contains
     the total number of bytes prior to zEDC compression and
     SMF23BAC which contains the total number of compressed bytes
     written to the logstream.
  2. Use a higher compression ratio when all zEDC Express adapters
     are at the March 31, 2014 Firmware MCL level.
