The new parmlib member IEFOPZxx contains statements that
define the data set optimization configuration, and specifies
which members are to be processed (optimized). For example,
this could provide a list of pairings of an old COBOL load
library and the intended new load libraries (one for each
desired architecture level).

- The IEFOPZ system parameter and the SET IEFOPZ and DISPLAY
  IEFOPZ commands are added.
- The IEFOPZQ (query) service is also added.
