*                 V1R13 versions of PKI Services after         *
*                 having operated the V2R2 version of          *
*                 PKI Services.                                *

Permit V2R1 and V1R13 versions of PKI Services to tolerate
certificate requests generated by the V2R2 version of PKI
services when the V2R2 version is backed off of a system
and the V2R1 or V1R13 version is used.

If this modification is not applied to the V2R1 and V1R13
versions of PKI Services, the V2R1 and V1R13 versions will
experience decoding failures when processing records in the
Object Store that were created by the V2R2 version of PKI
Services.
