Enterprise COBOL Suite for z/OS, V1.1 delivers a set of key COBOL application development tools in a single solution. You can obtain all of the tools within the Enterprise COBOL Suite at an attractive price and by a single order.

Enterprise COBOL Suite for z/OS, V1.1 includes the following product components:

  • Rational Developer for z Systems, V9.5 to design and construct traditional mainframe applications, web applications, and integrated service oriented architecture (SOA)-based composites quickly and efficiently.
  • Debug Tool for z/OS, V13.1 to help interactively perform source-level debugging for compiled applications.
  • Fault Analyzer for z/OS, V13.1 to help analyze and fix application and system failures.
  • File Manager for z/OS, V13.1 to help organize your z/OS data sets and also your DB2® and IMS™ data.
  • Application Performance Analyzer for z/OS, V13.1 to help measure and report how applications use available resources. These reports can help you to improve your application performance.

In addition, the Enterprise COBOL Suite for z/OS allows you to license this set of core tools under the single charge metric of value units. The value unit charge metric supports both full-capacity and sub-capacity environments.

If you currently license any of the separately available tools that are in the suite and have active Subscription and Support for those tools, you are eligible to trade up your current licenses to the Enterprise COBOL Suite. All versions of your current tools are eligible for trade up to the Enterprise COBOL Suite. If you are interested in trading up your current tools or set of tools to Enterprise COBOL Suite, contact your IBM representative.

With the core set of application development tools, such as Rational Developer for z Systems and the problem determination tools, you can begin to implement the DevOps solution to manage both existing and new workloads in enterprise-class systems. You open the door to rapid and frequent delivery of the software which is required for innovation with cloud and mobile solutions.

Enterprise COBOL Suite for z/OS, V1.1 delivers the key set of tools to help you to create and maintain your COBOL applications for z/OS. The core set of tools includes the following:

Rational Developer for z Systems, V9.5

Rational Developer for z Systems, V9.5 is an Integrated Development Environment (IDE) that is designed to help raise developer productivity, attract and retain talent, and reduce initial training costs as many new-hire employees may already be familiar with the Eclipse workbench environment on which Rational Developer for z Systems is based. When skillfully used for the tasks of creating and maintaining applications, Rational Developer for z Systems helps enable the drive to DevOps development by enhancing speed, agility, and quality outcomes. Rational Developer for z Systems helps position businesses to design and construct traditional mainframe applications, web applications, and integrated service-oriented architecture (SOA)-based composites quickly and efficiently. It helps companies enhance existing applications and create new ones in a more productive manner, with a focus not only on COBOL, but also support for PL/I, C, C++, High-Level Assembler, JCL, REXX, and Java programming. With the recently added zUnit test capability to test COBOL applications at a module level, you can now perform unit testing to support the DevOps principal of continuous integration builds.

Debug Tool for z/OS, V13.1

Debug Tool for z/OS, V13.1 is the IBM interactive, source-level debugging tool for compiled applications. It is a program testing and analysis aid that helps you examine, monitor, and control the execution of application programs written in not only COBOL, but also PL/I, C, C++, or Assembler on a z/OS system. It provides debugging capability for applications running in a variety of environments, such as: batch, TSO, CICS®, IMS, DB2, DB2 Stored Procedures, and UNIX™ System Services.

Fault Analyzer for z/OS, V13.1

Fault Analyzer for z/OS, V13.1 assists in analyzing and fixing application and system failures. It offers information required to help determine the cause of failure and provides assistance in how to resolve the problem.

File Manager for z/OS, V13.1

File Manager for z/OS, V13.1 offers comprehensive, user-friendly tools for working with z/OS data sets, or DB2, or IMS data. You can also access CICS resources under control of a CICS transaction. Create, browse, copy, edit, print, and format or reformat data files in the most popular z/OS file formats. File Manager can manipulate data by using COBOL and PL/I record layouts interactively or in batch mode.

Application Performance Analyzer for z/OS, V13.1

Application Performance Analyzer for z/OS, V13.1 measures and reports how applications use available resources. This easy-to-use tool helps you identify system constraints and improve application performance.

A Single Value Unit Charge Metric

Enterprise COBOL Suite for z/OS supports the single value unit charge metric for all components within the suite. The charge metric is unified and simplified, so you no longer have to manage different charge metrics among this core set of application development tools.

This single charge metric provides the licensing granularity you require, while also enabling a lower cost of incremental growth and enterprise aggregation. As the licensee, you can deploy the program using either full-capacity or sub-capacity (virtualization capacity) licensing. Both licensing models provide you with the flexiblity to configure your systems in the way that best supports your business objectives.

System Management Facilities to reduce your administrative overhead

All tools within Enterprise COBOL Suite support System Management Facilities (SMF). If you implement sub-capacity licensing, SMF tracking allows you to reduce your administrative reporting overhead. SMF collects and records system and job related information that is used by the Sub-Capacity Reporting Tool (SCRT) to report on sub-capacity products. You can continue to receive the benefits of implementing sub-capacity for Enterprise COBOL Suite for z/OS, V1.1 while reducing your administrative overhead.

The move to DevOps

Enterprises are under tremendous pressure to create new value for their customers. With an increasing proportion of business innovation that is delivered through software, enterprises are finding that traditional approaches to software development and delivery, such as the waterfall method, are not sufficient. Manual processes are error prone, breakdown and create waste, and delay response to business need.

Sustained innovation means the ability to continuously develop new ideas into innovative software, which in turn continuously improves the value delivered to users.

DevOps is an essential capability across the whole enterprise for continuous software delivery. This includes customers, suppliers, and partners. By extending lean and agile principles across the entire software supply chain, DevOps capabilities will improve productivity through accelerated customer feedback cycles, unified measurement, and collaboration across an enterprise, and reduce overhead, duplication, and rework.

The DevOps approach was pioneered by smaller, lean-thinking companies who need just-in-time solutions for rapid and frequent delivery of software, and to obtain and respond to customer feedback. The approach is used extensively for "systems of engagement," which are applications typically that are powered by cloud, mobile, and social media technologies. To obtain the benefits of continuous innovation through systems of engagement, forward-thinking enterprises are moving to a DevOps approach to continuous delivery. But in that move, application developers see significant sources of friction between their new systems of engagement (generally the front office systems) and their existing systems of record (generally the back office systems).

Enterprise COBOL Suite for z/OS is positioned to allow customers to begin to adopt DevOps for the development of their systems of record. Use of DevOps principles will close the speed mismatch between the faster moving front office and the slower moving back office systems. The front office systems could be the mobile and hybrid cloud worlds while the back office systems are often traditional COBOL server applications.

Development teams that work on new systems may have adopted agile and iterative software delivery methods that allow them to release new software much faster than operations teams can deploy them, or business users can adjust to them. On the other hand, development teams that work on back office applications through traditional application development processes (such as the waterfall method) may be unable to respond soon enough to emerging business requirements for their output to yield any benefits.

Development teams are measured by their ability to change rapidly, that is, embrace agility. Operations teams are measured by their ability to maintain stability and 100 percent uptime. These two teams, when they are managed separately, have competing goals and the collaboration between them can be adversarial.

In order to adopt the DevOps approach and integrate systems of record, as well as offer new systems to support enhanced collaboration across the organization and value chain, which is what systems of engagement is all about, appropriate DevOps foundation technologies and practices will need to be deployed across the application lifecycle. A successful strategy recognizes that DevOps benefits are shared by business and customer, and to that end all teams (front office, development, operations, and customers) must share the commitment to automation, delivery, and feedback on results. When rapid delivery and response to consumer demand is the goal, all teams must optimize and automate.

The Enterprise COBOL Suite with its Rational Developer for z Systems, and productivity tools including Debug Tool for z/OS , Fault Analyzer for z/OS, File Manager for z/OS, and Application Performance Analyzer for z/OS, which are coupled with enhanced capability for your use of the separately available Enterprise COBOL compiler and Rational Development and Test Environment for System z, delivers a core set of application development tools that can start your journey towards DevOps for a more agile approach to back-end COBOL application development.

The Enterprise COBOL compiler (V5.2) provides support for the latest IBM z13™ mainframe while providing new features towards ISO COBOL 2002 standards conformance, and enhancements to the COBOL runtime. With the Enterprise COBOL compiler (V5.2), you can harness the power of the latest advancements in the z/Architecture®.

Rational Development and Test Environment for System z

Rational Development and Test Environment for System z, V9.1 product could be separately licensed with Enterprise COBOL Suite for z/OS.

The benefit is that you can run mainframe operating systems, middleware, and software on Intel™ and Intel-compatible platforms to perform the initial set of development activities for z/OS COBOL applications without the need for z Systems mainframe hardware. Rational Development and Test Environment for System z is licensed for the investigation and verification of new middleware levels (version-to-version upgrades), prototyping new application architectures, demonstration of application function, or internal employee education.

When you license Enterprise COBOL Suite for z/OS, you no longer have to obtain further licenses for tools such as the Fault Analyzer or File Manager for their immediate use on Rational Development and Test Environment for System z.

Enterprise COBOL Suite for z/OS when used in conjunction with Enterprise COBOL for z/OS and Rational Development and Test Environment for System z supports the DevOps principle of faster time to value and less effort towards continuous release and deployment.

Hardware requirements

The Problem Determination Tools (Debug Tool, Fault Analyzer, File Manager, and Application Performance Analzyer) runs on any hardware configuration that supports the z/OS programs listed in the Software requirements section.

The following minimum hardware levels are required to run the optional Problem Determination Tools plug-ins:

  • CPU: Intel Pentium™ 4 or equivalent
  • RAM: At least 768 MB in addition to the operating system requirements
  • Hard disk: At least 500 MB available space

Current licensees of the IPLA replaced program with active Subscription and Support are eligible to trade-up to the IPLA replacement program. All versions of IPLA replaced programs are eligible to trade-up to the IPLA replacement program.

All IPLA replaced program entitlements being traded in must be terminated. In some cases, the IPLA replaced program entitlements may not be the same as the IPLA replacement program entitlement. For example, if the customer has 100 Value Units entitlement of IPLA replaced Program A and is trading up to 90 Value Units of entitlement to the IPLA replacement program, the customer must terminate all 100 Value Units entitlement of IPLA replaced Program A.

Current licensees of the IPLA replaced program interested in trading up to one or more of the eligible IPLA replacement Programs should contact their IBM Representative (including their z System software marketing representative).


Trade-up and usage restriction for the Rational Developer for z Systems component

Entitlement: Ratio 3 Authorized Users for 1 Value Unit

'Ratio n for m' means that Licensee receives some number ('n') Authorized User entitlements for the Rational Developer for z Systems component (' Supporting Program') for every specified number ('m') Value Unit entitlements for IBM Enterprise COBOL Suite for z/OS as a whole. The specified ratio does not apply to any entitlements that are not of the required metric type. For example, an IBM Enterprise COBOL Suite for z/OS license entitlement of 200 Value Units provides 600 Authorized User entitlements for the Rational Developer for z Systems component.

Authorized User is a unit of measure by which the Supporting Program can be licensed. An Authorized User is a unique person who is given access to the Supporting Program. The Supporting Program may be installed on any number of computers or servers and each Authorized User may have simultaneous access to any number of instances of the Supporting Program at one time. Licensee must obtain separate, dedicated entitlements for each Authorized User accessing the Supporting Program in any manner directly or indirectly (for example: via a multiplexing program, device, or application server) through any means. An entitlement for an Authorized User is unique to that Authorized User and may not be shared, nor may it be reassigned other than for the permanent transfer of the Authorized User entitlement to another person.


Subscription and Support

To receive voice technical support via telephone and future releases and versions at no additional charge, Subscription and Support must be ordered. The capacity of Subscription and Support (Value Units) must be the same as the capacity ordered for the product licenses.

To order, specify the Subscription and Support program number (PID) referenced above and the appropriate license or charge option.

IBM is also providing Subscription and Support for these products via a separately purchased offering under the terms of the IBM International Agreement for Acquisition of Software Maintenance. This offering:

  • Includes and extends the support services provided in the base support to include technical support via telephone.
  • Entitles you to future releases and versions, at no additional charge. Note that you are not entitled to new products.

When Subscription and Support is ordered, the charges will automatically renew annually unless cancelled by you.

The combined effect of the IPLA license and the Agreement for Acquisition of Software Maintenance gives you rights and support services comparable to those under the traditional ICA S/390® and z Systems license or its equivalent. To ensure that you continue to enjoy the level of support you are used to in the ICA business model, you must order both the license for the program and the support for the selected programs at the same Value Unit quantities.

Single version charging

To elect single version charging, you must notify and identify to IBM the prior program and replacement program, and the machine the programs are operating on.

Customized Offerings

Product deliverables are shipped only via CBPDO and ServerPac. These customized offerings are offered for Internet delivery in countries where Shopz product ordering is available. Internet delivery reduces software delivery time and allows you to install software without the need to handle tapes. For more details on Internet delivery, refer to the Shopz help information at

You choose the delivery method when you order the software. IBM recommends Internet delivery. In addition to Internet and DVD, the supported tape delivery options include:

The information provided in this announcement letter is for reference and convenience purposes only. The terms and conditions that govern any transaction with IBM are contained in the applicable contract documents such as the IBM International Program License Agreement, IBM International Passport Advantage® Agreement, and the IBM Agreement for Acquisition of Software Maintenance.

Licensing

IBM International Program License Agreement including the License Information document and Proof of Entitlement (PoE) govern your use of the program. PoEs are required for all authorized use.

This software license includes Software Subscription and Support (also referred to as Software Maintenance).

Agreement for Acquisition of Software Maintenance

The IBM Agreement for Acquisition of Software Maintenance (Z125-6011) applies for Software Subscription and Support (Software Maintenance) and does not require customer signatures.

These programs are licensed under the IBM Program License Agreement (IPLA) and the associated Agreement for Acquisition of Software Maintenance, which provide for support with ongoing access to releases and versions of the program. These programs have a one-time license charge for use of the program and an annual renewable charge for the enhanced support that includes telephone assistance (voice support for defects during normal business hours), as well as access to updates, releases, and versions of the program as long as support is in effect. IBM z Systems™ Operational Support Services - SoftwareXcel is an option if you desire added services.

IBM warrants that when the program is used in the specified operating environment, it will conform to its specifications. The warranty applies only to the unmodified portion of the program. IBM does not warrant uninterrupted or error-free operation of the program or that IBM will correct all program defects. You are responsible for the results obtained from the use of the program.

IBM provides you with access to IBM databases containing information on known program defects, defect corrections, restrictions, and bypasses at no additional charge. For further information, consult the IBM Software Support Handbook found at

Program support

Money-back guarantee

If for any reason you are dissatisfied with the program and you are the original licensee, you may obtain a refund of the amount you paid for it, if within 30 days of your invoice date you return the program and its PoE to the party from whom you obtained it. If you downloaded the program, you may contact the party from whom you acquired it for instructions on how to obtain the refund.

For clarification, note that for programs acquired under any of IBM's On/Off Capacity on Demand (On/Off CoD) software offerings, this term does not apply since these offerings apply to programs already acquired and in use by you.

Software Subscription and Support applies

Yes. During the S&S period, for the unmodified portion of a Program, and to the extent problems can be recreated in the specified operating environment, IBM will provide the following:

  • Defect correction information, a restriction, or a bypass.
  • Program updates: Periodic releases of collections of code corrections, fixes, functional enhancements and new versions and releases to the Program and documentation.
  • Technical assistance: A reasonable amount of remote assistance via telephone or electronically to address suspected Program defects. Technical assistance is available from the IBM support center in the Customer's geography.

S&S does not include assistance for:

  • The design and development of applications
  • Customer's use of Programs in other than their specified operating environment, or

S&S is provided only if the Program is within its support timeframe as specified in the Software Support Lifecycle policy for the Program.

Yes. All distributed software licenses include Software Subscription and Support (also referred to as Software Maintenance) for a period of 12 months from the date of acquisition, providing a streamlined way to acquire IBM software and assure technical support coverage for all licenses.

While your Software Subscription and Support is in effect, IBM provides you assistance for your routine, short duration installation and usage (how-to) questions, and code-related questions. IBM provides assistance via telephone and, if available, electronic access, only to your information systems (IS) technical support personnel during the normal business hours (published prime shift hours) of your IBM support center. For each z Systems IPLA program with Value Unit pricing, the quantity of that program needed to satisfy applicable IBM terms and conditions is referred to as the required license capacity. Your required license capacity is based upon the following factors:

  • The z Systems IPLA program you select
  • The applicable Value Unit Exhibit
  • The applicable terms
  • Whether your current mainframes are full capacity or sub-capacity

For additional information for products with reference-based terms, z Systems IPLA sub-capacity programs with reference-based terms adds value to the parent program across the environment, regardless of where in the environment the z Systems IPLA program executes.

An environment is defined as either a single or stand-alone machine or a qualified Parallel Sysplex®. You may have one or more different environments across the enterprise. To determine the required license capacity for each z Systems IPLA program with referenced-based terms, each environment should be assessed separately.

When a z Systems IPLA sub-capacity program with reference-based terms is used in a qualified Parallel Sysplex environment, the required license capacity of the z Systems IPLA program must equal with the license capacity of the parent program across the Parallel Sysplex. Qualified Parallel Sysplex refers to one where MLC pricing is aggregated across the sysplex.

Sub-capacity eligibility

To be eligible for sub-capacity charging on select z Systems IPLA programs, you must first implement and comply with all terms of either sub-capacity Workload License Charges (WLC) or sub-capacity Entry Workload License Charges (EWLC). To implement sub-capacity WLC or EWLC, a machine must be z Systems (or equivalent). On that machine:

  • All instances of the OS/390 operating system must be migrated to the z/OS operating systems.
  • Any licenses for the OS/390 operating system must be discontinued.
  • All instances of the z/OS operating systems must be running in z/Architecture (64-bit) mode.

For that machine, you must create and submit a Sub-Capacity Report to IBM each month. Sub-Capacity Reports must be generated using the Sub-Capacity Reporting Tool (SCRT). For additional information or to obtain a copy of SCRT, refer to the z Systems Software Pricing website

You must comply with all of the terms of the WLC or EWLC offering, whichever is applicable:

Sub-capacity utilization determination

To be eligible for On/Off CoD pricing, you must be enabled for temporary capacity on the corresponding hardware, and the required contract, Attachment for IBM z Systems On/Off Capacity on Demand (Z125-7883) must be signed prior to use.
