Overview
Cities and local governments are challenged with reducing costs while providing services to their citizens and attracting new businesses and tourists. City executives must analyze data from across many areas to make effective decisions regarding city plans. Intelligent City Planning and Operations V1.5.1 introduces new functionality that allows city managers and decision makers to rapidly analyze data in order to make informed decisions about whether or not to approve permit requests. In addition, the new capabilities allow cities to review and correlate city information, such as permit requests, crime data, and traffic information, to understand patterns that will help city managers to properly deploy resources to service citizens.
With Intelligent City Planning and Operations V1.5.1 you can now:
- Optimize the permit approval process to reduce the cost of analyzing permits: Intelligent City Planning and Operations V1.5.1 will present information from all agencies in a consolidated view overlaid on the city map so that decisions are made quickly and correctly. This reduces the resources necessary to review permit requests while improving the services to the requestors.
- Improve service to permit applicants to help attract more businesses to the city: By streamlining the permit approval process and including more city data, Intelligent City Planning and Operations V1.5.1 helps enable city managers to provide more timely and accurate answers to permit requests, which will help encourage more businesses and events to move to the city.
- Review approved permits against city data to help enable better planning in the future: By reviewing past performance when evaluating new requests, the city constantly improves the quality of decisions being made.

Description
Intelligent City Planning and Operations V1.5.1 combines information from across the city, analyzes it to identify correlations between city facts and clusters in time and space of relevant information, and then displays the city facts on a map of the city. Users may filter the data and adjust the correlation parameters to identify patterns of activity. In addition, the solution integrates with an existing permitting application to query data about submitted permits and overlay the permits on the city map. This allows decision makers to understand activity in the city, such as infrastructure projects, high crime areas, traffic issues, or lack of public transit, that might bear on the decision to approve a permit. Use of this data assists city managers to anticipate issues and propose changes in order to help ensure approved permits for events or for businesses, leading to more successful outcomes.

Licensing metric definitions
Concurrent User
Concurrent User is a unit of measure by which the program can be licensed. A Concurrent User is a person who is accessing the program at any particular point in time. Regardless of whether the person is simultaneously accessing the program multiple times, the person counts only as a single Concurrent User. The program may be installed on any number of computers or servers, but Licensee must obtain entitlements for the maximum number of Concurrent Users simultaneously accessing the program. Licensee must obtain an entitlement for each simultaneous Concurrent User accessing the program in any manner directly or indirectly (for example: via a multiplexing program, device, or application server) through any means.
Note: Some programs may be licensed where devices are considered users. In that case the following applies: Any computing device that requests the execution of or receives for execution a set of commands, procedures, or applications from the program or that is otherwise managed by the program is considered a separate user of the program and requires an entitlement as if that device were a person.

Statement of good security practices
IT system security involves protecting systems and information through prevention, detection, and response to improper access from within and outside your enterprise. Improper access can result in information being altered, destroyed, or misappropriated or can result in misuse of your systems to attack others. Without a comprehensive approach to security, no IT system or product should be considered completely secure and no single product or security measure can be completely effective in preventing improper access. IBM systems and products are designed to be part of a comprehensive security approach, which will necessarily involve additional operational procedures, and may require other systems, products, or services to be most effective. IBM does not warrant that systems and products are immune from the malicious or illegal conduct of any party.
