Many application development and test environments are severely capped to control costs. The IBM® Application Development and Test Solution is designed to remove the need to artificially cap these environments. It offers the flexibility to run substantially greater application development and test workloads, without increasing capacity-based IBM Monthly License Charges for those workloads.

Overview

A healthy production environment requires a healthy application development and test (DevTest) environment. A healthy DevTest environment is challenging to achieve if DevTest workloads are artificially capped to control IBM Monthly License Charges (MLC).

Capping DevTest workloads places a number of burdensome restrictions on DevTest activities. Reducing available capacity during production peaks can reduce development productivity and force DevTest to off-hour periods. Conducting DevTest activities in production LPAR whitespace can pose a risk to system availability. Limiting the environments in which key software programs operate can inhibit effective testing.

The IBM Application Development and Test Solution (DevTest Solution) enables you to increase your current z/OS®-based DevTest capacity, up to triple its existing size, without increasing your capacity-based IBM MLC charges for those workloads. This enables you to run substantially increased DevTest workloads without the need for capping, even during production peaks.

The following capabilities further enhance this DevTest Solution offering:

  • DevTest Sizing Calculator

    To help you more quickly and easily understand the potential benefits of moving to the DevTest Solution, IBM delivers an online DevTest Sizing Calculator. You can now:

    • Upload your existing DevTest usage details to the License Management Support (LMS) website and receive an automatically calculated DevTest Solution sizing in minutes.
    • View a set of data points regarding your current utilization alongside an estimate of the benefits that you could achieve by moving to the DevTest Solution.
  • Guidance for defining Application Development and Test

    DevTest workloads can largely be considered pre-production workloads. To assist in determining the scope of your existing DevTest workloads, this announcement provides formal guidance to help define pre-production and production.

  • Limited Use Licenses (LUL) within the DevTest Solution

    New limited use licensing terms and pricing are introduced as an option to purchase entitlements for a number of select IBM International Program License Agreement (IPLA) software programs, for use within the DevTest Solution.

    LULs provide the option to purchase entitlements of select software programs at substantially lower price points. Entitlements for LULs are valid solely for use within the DevTest Solution.

Key prerequisites

The Application Development and Test Solution requires:

  • Classification of all existing workloads into pre-production and production categories
  • IBM z13®, IBM z13s® , IBM z14™, IBM z14 ZR1, or later models with IBM sub-capacity pricing implemented
  • For the colocated solution, z/OS V2.2 or V2.3, or later operating system, with the PTFs applied for APARs:
    • OA52312 for Workload Manager (WLM)
    • OA52694 for Resource Management Facility (RMF™)
    • OA53033 for System Management Facilities (SMF)
    • PI82528 for System Display and Search Facility (SDSF)

    These and any other related PTFs are associated with the IBM.Function.PricingInfrastructure fix category.

  • For the separate LPAR solution, z/OS V2.1, or later operating system
  • Sub-Capacity Reporting Tool (SCRT 1 ) V26.1.0, or later according to the requirements and guidelines in the SCRT Users Guide
  • SCRT, to be run for each sub-capacity reporting period and the resulting sub-capacity report to be submitted to IBM on a monthly basis
  • A unique solution ID that is provided through the IBM License Management Support (LMS) website

In Software Announcement 217-490, dated November 14, 2017, IBM announced the Application Development and Test Solution. This solution allows you to increase your entitlement for current z/OS-based development and test capacity, up to triple its existing size, with no increase in capacity-based MLC software charges for that workload. The DevTest Solution utilizes the Container Pricing for IBM Z infrastructure to define and meter the DevTest environment separately from production workloads. This solution has now been enhanced.

DevTest Sizing Calculator

LMS is a web-based application that assists you in submitting IBM Sub-Capacity Reporting Tool (SCRT) reports to IBM. LMS is enhanced to offer a DevTest Sizing Calculator that provides automated, online DevTest Solution sizings. You can now get a customized estimate of the value of a DevTest Solution, before contacting your IBM representative.

The DevTest Sizing Calculator supports the following types of SCRT reports:

  • Standard Sub-Capacity Reports
  • Country Multiplex Pricing Reports

The DevTest Sizing Calculator supports DevTest workloads that can be isolated entirely at an LPAR level. To provide an estimated sizing, LMS requires a set of SCRT reports for three consecutive months. The set of required reports are:

  • Three months of business-as-usual reports, which include all LPARs from all environments
  • Three months of production-only reports, by using an SCRT EXCLUDE statement to exclude all DevTest LPARs from all environments
  • Three months of DevTest-only reports, by using an SCRT EXCLUDE statement to exclude all production LPARs from all environments

These reports are generated by using standard SMF data that is provided to SCRT, with the EXCLUDE command, which is specifically used to remove either the Production or DevTest environments from the SCRT report.

While any three consecutive reporting periods can be processed by the LMS DevTest Sizing Calculator, the oldest Reporting Period in the DevTest MSU Base Period cannot be more than six months before the implementation of a DevTest Solution. IBM recommends that you gather reports from the most recent three months.

Once inputted, the DevTest Sizing Calculator displays a set of data points regarding your current utilization, and also an overview of the potential benefits that you could achieve by moving to the DevTest Solution.

Environments where DevTest and Production are colocated in the same LPAR are not supported by the DevTest Sizing Calculator. You should contact your IBM representative directly for information on sizing a colocated environment.

Guidance for classifying production and pre-production

Capacity acquired for the DevTest Solution may be used for pre-production z/OS-based application development and testing of any application, whether written in-house or acquired from a third party.

The DevTest Solution requires that all your pre-production workloads be included in a single DevTest Solution, so it is important to understand the scope of what should be classified as a pre-production and what should be classified as production.

  • Pre-production environments

    Environments can typically be considered pre-production environments when the applications or data they host do not provide service to intended end users for production usage. These include development and testing environments of all stages and include but are not limited to:

    • Functional testing
    • Unit testing
    • System testing
    • Maintenance testing
    • Performance load testing
    • Performance load testing

    To determine if an environment is a pre-production environment, consider whether it would be classified as a production outage if the environment was temporarily made unavailable. Also consider if the impact of an outage in the environment would be limited to internal development or operations organizations. If it would not be considered a production outage and if the impact would be limited to internal development or operations organizations, it should typically be classified as a pre-production environment.

    Environments that match these criteria are eligible to run in the DevTest Solution and should be classified as DevTest in the initial DevTest Solution sizing calculations.

  • Production environments

    Environments can typically be considered production environments where the applications or data that they host provide service (either permanently or occasionally) to intended end users for production use this includes application servers and databases that host production level applications and data, and also the infrastructure required to support the production qualities of service of these environments (such as, high availability, disaster recovery, and security).

    To determine if an environment should be considered production, again consider whether it would be classified as a production outage if the environment was temporarily made unavailable. Also consider if the targeted end users of the applications or data may notice the unavailability of the environment in the context of a production operation. If it would be considered a production outage or if the targeted end users of the applications or data may notice the unavailability of the environment, it should typically be considered production environment.

    Environments that match these criteria are not eligible to run in the DevTest Solution and should be classified as production in the initial DevTest Solution sizing calculations.

Limited Use Licenses within the DevTest Solution

The DevTest Solution is a standalone full-capacity environment that is dedicated to DevTest workloads. Monthly charges and one-time charges for capacity-based software in the DevTest Solution are based upon the total DevTest Solution MSUs. This enables you to configure and reconfigure the LPARs within the DevTest Solution, based on business requirements and not based on the cost of the software programs.

To assist you in maximizing the capacity of your DevTest Solution, IBM delivers Limited Use Licenses (LULs) for select IBM one-time charge software programs when they are executed solely in a DevTest Solution LULs are available for most IBM Program License Agreement (IPLA) licenses, where those programs do not typically run primarily or exclusively in DevTest environments. These can include IBM Value Unit Edition software programs.

Programs that are licensed under DevTest Solution Limited Use License terms may be executed only within the DevTest Solution, and may not be executed outside the DevTest Solution. You may convert a LUL program to a full-use license for an additional charge at any time before termination, or upon termination of the DevTest Solution.

LULs are available for either the full capacity of the DevTest Solution, or for partial capacity of the DevTest solution in combination with entitlement for full (unrestricted) licenses.

Clarified DevTest Solution terms

  • When adding new capacity-based MLC programs or features to a DevTest Solution, charges will be calculated as though they were present during the initial sizing of the DevTest Solution. This ensures that the benefits of the DevTest Solution are also applied to these new programs.
  • You may remove existing capacity-based MLC programs or features from your DevTest Solution by sending 30 days' written notice to IBM. Associated charges for those MLC programs or features will then cease and you will no longer be entitled to run those programs or features within your DevTest Solution.
  • Non-capacity based MLC programs, which include Flat Workload License Charges (FWLC) and Tiered Workload License Charges (TWLC) programs, continue to be licensed per their announced pricing metric and terms. There are no additional charges associated with use of these programs within a DevTest Solution on an already entitled machine.
  • Sub-capacity-based IPLA programs that execute within the DevTest Solution must be licensed to the full size of the DevTest Solution. License entitlement is only required up to the total physical MSU capacity available within the enterprise.
  • Machine-based IPLA programs are not eligible for sub-capacity pricing and continue to be licensed per their announced pricing metric and terms. There are no additional charges associated with use of these programs within a DevTest Solution on an already entitled machine.
  • The previously announced Multi-Version Measurement (MVM) licensing terms that replaced Single Version Charging (SVC) and Migration Pricing Option for MLC programs, and the Migration Grace Period for zIPLA programs, also applies to programs in the DevTest Solution.
  • IBM software programs within the DevTest Solution continue to be subject to any applicable Technology Transition Offering, and announced price changes.
  • You may completely cancel the DevTest Solution and terminate the contract addendum for any reason, by sending 30 days' written notice to IBM. Following cancellation, you may not initiate a replacement DevTest Solution for a period of at least 36 months.
