IBM Application Delivery Foundation for z Systems V3.0 is a bundle that provides integrated development solutions for simplifying z/OS application development. It includes the following development tools that can be obtained as part of this bundle or individually:

  • IBM Application Performance Analyzer for z/OS V14.0 identifies z/OS application performance and response time problems, and assists in reducing resource consumption.
  • IBM Developer for z Systems Enterprise Edition V14.0 includes IBM Developer for z Systems V14.0 and 3270 debugging capabilities. This product provides a comprehensive development and debugging solution for z/OS application developers.
  • IBM Explorer for z/OS V3.0.1 is the strategic integration platform for IBM Eclipse-based offering for z/OS application developers and system programmers.
  • IBM File Manager for z/OS V13.1 (existing program) allows you to manipulate production, test, and development data in a variety of data stores, including DB2®, IMS™, CICS®, MQ, data sets, and HFS files.
  • IBM Fault Analyzer for z/OS V13.1 (existing program) improves developer productivity and decreases deployment costs by helping to analyze and correct application failures quickly.

IBM Debug for z Systems V14.0 is a subset of IBM Developer for z Systems Enterprise Edition V14.0 that focuses on debugging solutions for z/OS application developers. It provides:

  • z/OS Debugger 3270 interface
  • z/OS Debugger GUI interface using IBM Explorer for z/OS
  • z/OS Debugger utilities included in IBM Developer for z Systems Enterprise Edition V14.0 (such as load module analyzer, z/OS debugger coverage utilities, and debug profiles)

It does not provide advanced developer features available in IBM Developer for z Systems Enterprise Edition.

Application Delivery Foundation for z Systems V3.0 includes:

Application Performance Analyzer for z/OS V14.0

New version that enhances the core infrastructure of the product to support new workloads on z/OS, as well as traditional workloads.

Enhancements to started tasks, sampling, exits and intercepts that include:

  • Supports up to 30,000 observations in the observation list. Request numbers are increased from four digits to five digits. This release requires checkpoint file conversion when upgrading from a previous version of APA.
  • Control the timing of observation maintenance, including the regular deletion of expired observations and completed observations that are missing their associated sample files.
  • Indicate under what conditions the ErrMsg status is to be displayed in the observation list.
  • Support user level security when creating, updating, reading and deleting sample file data sets, and those data sets containing exported sample files.
  • Support up to six alternate CICS execution module names.
  • Control the behavior of APA sampling after the DB2 intercept traps an abend.
  • Control the SYSOUT class for all APA SYSOUTs.
  • Support specific sample file data set name in the batch interface and APA API.
  • Support for Parallel Access Volumes.
  • Cancel Multi-step threshold measurements when the target job runs without a step exceeding the threshold criteria.
  • Trigger another measurement when a threshold request exceeds the criteria.
  • Generate a single measurement request for repeat measurements requesting only one occurrence, not a parent / child relationship.
  • Limit ExpiryDays value to 3660 days (10 years).
  • Allow for the new BCP XCF Message Isolation feature available in z/OS 2.2 to display the new reason code when sysplex member not available.
  • Allow description to be updated after observation starts.
  • Support PRF in IMS intercept.
  • Support DB2 group name for DB2 Stored Procedure requests.
  • Introduce sub-capacity reporting in support of solution packs.

Developer for z Systems Enterprise Edition V14.0

Developer for z Systems Enterprise Edition V14.0 provides a comprehensive development and debugging solution for z/OS application developers.

  • Visual debugging feature: Developer for z Systems offers an improved user experience to assist in comprehensive diagnosis of complex z/OS applications. This is achieved by the visual debug feature which displays and annotates program execution flow. This feature is available for debugging Enterprise COBOL and Enterprise PL/I programs.
  • Stack-pattern breakpoint feature: Stack-pattern breakpoints offer finer granularity when specifying breakpoints. The feature allows you to specify a stackpattern of program paragraphs and functions that describe additional conditions to halt program execution and return controls to you. This feature is available for debugging Enterprise COBOL and Enterprise PL/I programs.
  • Deferred breakpoints: This feature allows users to specify breakpoints on COBOL paragraphs in the original source files, rather than the source display using compiler-side files. This feature is available within the COBOL editor and its outline view which are available within Developer for z Systems.
  • Debug launch configuration simplification: Debug launch configuration is simplified to fit within the Eclipse debug configuration framework for all usage scenarios. The functionality previously provided in the IBM Debug Tool for z/OS DTSP plugin and DTCN plugin is all consolidated into this framework.
  • Batch program I/O file unit test feature: The zUnit feature is enhanced to provide support for testing batch COBOL programs with input and output files. A unit test case can be created within the framework to validate the expected output in a file after the execution of a batch program.
  • JCL Editor support for new JCL syntax introduced in z/OS 2.1 and 2.2.
  • An option to allow users to Locate Jobs in the Remote Systems view or the Remote Systems Details view.
  • Enhanced JES Spool Refresh capability.
  • Ability to display the latest Job spool, so users can avoid loading full spools and just load the portion the user wants to see.
  • Auto Save capability for COBOL, PL/I and JCL Editors.
  • A new preference to allow for the selection of Fonts and Colors for the Menu Manager output dialog.
  • A new preference to control the Font used in the z Systems Data Editor.
  • Support for the COBOL compatibility scanner when using local projects.
  • CA Endevor integration improvements.
  • Enterprise COBOL V6.1 and Enterprise PL/I V5.1. This includes support for 64-bit compile option in Enterprise PL/I V5.1.
  • Support for CICS TS V5.3, DB2 11, IMS 14.
  • Support for Automatic Binary Optimizer for z/OS V1.1. 

Explorer for z/OS V3.0.1

All products included in Application Delivery Foundation for z Systems V3.0.1 are built on the IBM Explorer for z/OS V3.0 platform which is the IBM strategic integration and continuous delivery platform. Participating products are enhanced continuously in response to Request for Enhancements (RFEs), as well as to maintain currency with the advancement of z Systems hardware, operating systems, languages, and subsystems.

  • Fault Analyzer report access: The Fault Analyzer report can be accessed directly from the Job Entry Subsystem (JES) view in z/OS Explorer.
  • Streamlined problem analysis: Rational Team Concert™ work item is created at the end of application failure analysis by Fault Analyzer for z/OS. Within the work item, a synopsis of failure and a link to fault entry for the problem are provided. The developer is notified via Rational Team Concert to work on this problem. While looking at the source display of the failed application, the developer is able to set up one or more breakpoints and start a debug session for further analysis.
  • File Manager integration with Remote System Explorer view: File Manager functionality is added to the Remote System Explorer view of the z/OS Explorer platform. File Manager, in conjunction with z/OS Explorer, enables access to additional resource types such as DB2, IMS, CICS, and MQ.

Debug for z Systems V14.0

  • Enterprise COBOL V6.1, Enterprise PL/I V5.1 and Java Version 8. This includes support for 64-bit compile option in Enterprise PL/I V5.1.
  • Support for CICS TS V5.3, DB2 11, IMS 14.
  • Support for Automatic Binary Optimizer for z/OS V1.1.

IBM Fault Analyzer for z/OS V13.1

  • Support for CICS TS V5.3, DB2 11, IMS 14, Enterprise COBOL V6.1, Enterprise PL/I V4.5, and Java Version 8.
  • Support for Automatic Binary Optimizer for z/OS V1.1.
  • Enhanced support for Java exceptions and errors.
  • CICS Trace Link Analysis feature - graphical representation of CICS links and exits of programs.

IBM File Manager for z/OS V13.1

  • Support for CICS TS V5.3, DB2 11, IMS 14, Enterprise COBOL V6.1, Enterprise PL/I V4.5, and Java Version 8.
  • Enhanced View Load Module utility (compiler options, text view, disassembly, binder class information, and date masks).
  • Load module compare.
  • Data set compare:
    • Key synchronization of different fields, and descending order now supported.
    • Ability to show fields for inserted/deleted records when changed fields only is requested.
    • Ability to save compare values for later usage.
  • Advanced search facility enhancements.
  • BASE SETRC function to conditionally modify batch return codes.
  • Increased number of IMS DBD and PSB library names permitted in the configuration.

  • PI04887 File Manager Base support for segmented inserts and deletes.
  • PI05860 File Manager DB2 enhancement - File Manager DB2 does not allow edit of clone or history tables.
  • PI05862 File Manager Base include MQ message descriptors from Eclipse plugin client.
  • PI07105 File Manager enhancement - improve performance of copy with reformatting.
  • PI07261 File Manager additional support for Unicode DBCS data.
  • PI09504 support:
    • Timing out FM IMS edit/browse session when inactive.
    • Check pointing when FM IMS edit/browse session is inactive.
  • PI11462 enhance FM DB2 copy and import utilities to use DB2 specified default values for unmapped columns when inserting rows.
  • PI15541 File Manager enhancement provide option for physical numbering in the editor.
  • PI19147 FM DB2 editor does not have an activity time-out option.
  • PI19148 FM DB2 editor can cause contention issues in production environments.
  • PI19149 FM DB2 privileges utility does not support DB2 system privileges added at DB2 Version 10.
  • PI19473 FM CICS enhancement ability to secure FM CICS update functions from TSO/ISPF and FM plugin.

Value Unit-based pricing

Value Unit pricing for eligible IBM z Systems™ IBM International Program License Agreement (IPLA) programs enables a lower cost of incremental growth and enterprise aggregation. Each z Systems IPLA product with Value Unit pricing has a single price per Value Unit and a conversion matrix, called Value Unit Exhibit, for converting from some designated measurement to Value Units. Most commonly, Millions of Service Units (MSUs) is the measurement designated by IBM to be converted to Value Units. Some other measurements are engines or messages. Since MSUs are the most common measurement, that measurement will be used for the remainder of this description.

Value Unit pricing offers price benefits for you. For each z Systems IPLA program with Value Unit pricing, the quantity of that program needed to satisfy applicable IBM terms and conditions is referred to as the required license capacity. Each of the various Value Unit Exhibits stipulates that the larger your required license capacity, the fewer Value Units per MSU you will need. Value Unit Exhibits are uniquely identified by a three-digit code and referred to using the nomenclature VUExxx, where xxx is the three-digit code.

Subsequent acquisitions of Value Unit priced programs offer additional price benefits. The quantity of each z Systems IPLA program that you have acquired is referred to as entitled license capacity. If you wish to grow your entitled license capacity for a z Systems IPLA program, the calculation to determine additional needed Value Units is based upon the number of Value Units already acquired.

For each z Systems IPLA program with Value Unit pricing, you should:

  • Determine the required license capacity, in MSUs.
  • Aggregate the MSUs across the enterprise.
  • Convert the total MSUs to Value Units, using the applicable Value Unit Exhibit.
  • Multiply the price per Value Unit by the total number of Value Units to determine the total cost.

To simplify conversion from the designated measurement to Value Units or vice-versa, use the Value Unit Converter Tool. For additional information or to obtain a copy of the Value Unit Converter Tool, go to the IBM System z® Software Pricing website.

Note that Value Units of a given product cannot be exchanged, interchanged, or aggregated with Value Units of another product.

Deprecation for IBM z™ /OS Application Tool programs

IBM Explorer for z/OS

IBM Explorer for z/OS V2.1 exploited FTP to allow access to z/OS resources such as data sets, JES, and the z/OS UNIX™ File System. The API for FTP is limited to showing the spool for active jobs, renaming or copying files, and performing other z/OS services. IBM Explorer for z/OS V3.0.1 includes the Remote System Explorer that offers a richer and more scalable API to z/OS resources addressing the limitations of FTP. IBM does not intend to enhance the z/OS Explorer user interface that uses FTP and intends to deprecate this capability in a future release.

IBM Explorer for z/OS V3.0.1, IBM Debug for z Systems V14.0, and IBM Application Performance Analyzer V14.0 do not support the following platforms.

  • Microsoft™ Windows™ Vista
  • Windows Server 2008 and 2008 R2
  • Red Hat Enterprise Linux™ 5

IBM Developer for z Systems and IBM Developer for z Systems Enterprise Edition V14.0

IBM intends to deprecate the Service Component Architecture (SCA) development tools due to low usage and market demand in future releases. IBM does not intend to enhance the SCA tools. IBM recommends that service oriented application components be used for Web Services tooling for SOAP and JSON.

IBM Application Performance Analyzer for z/OS V14.0 requires one of the following IBM z Systems servers:

  • z13™ or z13s
  • zEnterprise® EC12 or BC12
  • zEnterprise 196 or 114
  • z10™ Enterprise or Business Class

IBM Developer for z Systems Enterprise Edition V14.0, IBM Debug for z Systems V14.0, and IBM Explorer for z/OS V3.0.1 require a z Systems server with one of the following z/OS systems:

  • z/OS 1.13
  • z/OS 2.1 or 2.2

Subscription and Support

To receive voice technical support via telephone and future releases and versions at no additional charge, Subscription and Support must be ordered. The capacity of Subscription and Support (Value Units) must be the same as the capacity ordered for the product licenses.

To order, specify the Subscription and Support program number (PID) referenced above and the appropriate license or charge option.

IBM is also providing Subscription and Support for these products via a separately purchased offering under the terms of the IBM International Agreement for Acquisition of Software Maintenance. This offering:

  • Includes and extends the support services provided in the base support to include technical support via telephone.
  • Entitles you to future releases and versions, at no additional charge. Note that you are not entitled to new products.

When Subscription and Support is ordered, the charges will automatically renew annually unless cancelled by you.

The combined effect of the IPLA license and the Agreement for Acquisition of Software Maintenance gives you rights and support services comparable to those under the traditional ICA S/390® and z Systems license or its equivalent. To ensure that you continue to enjoy the level of support you are used to in the ICA business model, you must order both the license for the program and the support for the selected programs at the same Value Unit quantities.

Trade-up to IBM Developer for z Systems Enterprise Edition V14.0 (5655-AC5)

Trade-ups are available for licensees of IBM Debug for z Systems V14 (5655-Q50), IBM Debug Tool for z/OS V13 (5655-Q10), and all other prior eligible IPLA trade-up program versions with active Subscription and Support to IBM Developer for z Systems Enterprise Edition.

All existing IPLA program entitlements traded in must be terminated. In some cases, the existing program entitlements may not be the same as the entitlement for IBM Developer for z Systems Enterprise Edition. For example, if the customer has 100 Value Units entitlement of an existing IPLA program and is trading up to 90 Value Units of entitlement to IBM Developer for z Systems Enterprise Edition, the customer must terminate all 100 Value Units entitlement of the existing IPLA program.

Current licensees of eligible IPLA trade-up programs interested in trading up to IBM Developer for z Systems Enterprise Edition should contact their IBM Representative (including their z System software marketing representative).

Migration to IBM Developer for z Systems Enterprise Edition V14.0 (5655-AC5)

Migrations via special bids are available for licensees of IBM Developer for z Systems V14 (5724-T07), formerly named IBM Rational Developer for z Systems, with active Subscription and Support to move to IBM Developer for z Systems Enterprise Edition.

Current licensees of this Passport Advantage program who are interested in moving to IBM Developer for z Systems Enterprise Edition should contact their IBM Representative (including their z System software marketing representative).

Single version charging

To elect single version charging, you must notify IBM and identify the prior program and replacement program, and the machine the programs are operating on.

Customized Offerings

Product deliverables are shipped only through CBPDO and ServerPac. These customized offerings are offered for internet delivery in countries where Shopz product ordering is available. Internet delivery reduces software delivery time and allows you to install software without the need to handle tapes. For more details on internet delivery, go to the Help section on the Shopz website.

You choose the delivery method when you order the software. IBM recommends internet delivery. In addition to internet and DVD, the supported tape delivery options include:

  • 3590
  • 3592

Most products can be ordered in ServerPac the month following their availability in CBPDO. z/OS can be ordered through CBPDO and ServerPac at general availability. Many products will also be orderable in a Product ServerPac without also having to order the z/OS operating system or subsystem.

Production of software product orders will begin on the planned general availability date.

IBM International Program License Agreement including the License Information document and Proof of Entitlement (PoE) govern your use of the program. PoEs are required for all authorized use.

Agreement for Acquisition of Software Maintenance

The following agreement applies for Software Subscription and Support (Software Maintenance) and does not require customer signatures:

  • IBM Agreement for Acquisition of Software Maintenance (Z125-6011)

These programs are licensed under the IBM Program License Agreement (IPLA) and the associated Agreement for Acquisition of Software Maintenance, which provide for support with ongoing access to releases and versions of the program. These programs have a one-time license charge for use of the program and an annual renewable charge for the enhanced support that includes telephone assistance (voice support for defects during normal business hours), as well as access to updates, releases, and versions of the program as long as support is in effect. IBM z Systems Operational Support Services - SoftwareXcel is an option if you desire added services.

Limited warranty

IBM warrants that when the program is used in the specified operating environment, it will conform to its specifications. The warranty applies only to the unmodified portion of the program. IBM does not warrant uninterrupted or error-free operation of the program or that IBM will correct all program defects. You are responsible for the results obtained from the use of the program.

IBM provides you with access to IBM databases containing information on known program defects, defect corrections, restrictions, and bypasses at no additional charge. For further information, see the IBM Software Support Handbook.

IBM will maintain this information for at least one year after the original licensee acquires the program (warranty period).

Program support

Enhanced support, called Subscription and Support, includes telephone assistance, as well as access to updates, releases, and versions of the program as long as support is in effect. You will be notified of discontinuance of support with 12 months' notice.

Money-back guarantee

If for any reason you are dissatisfied with the program and you are the original licensee, you may obtain a refund of the amount you paid for it, if within 30 days of your invoice date you return the program and its PoE to the party from whom you obtained it. If you downloaded the program, you may contact the party from whom you acquired it for instructions on how to obtain the refund.

For clarification, note that for programs acquired under any of IBM 's On/Off Capacity on Demand (On/Off CoD) software offerings, this term does not apply since these offerings apply to programs already acquired and in use by you.

Entitlement and usage restriction for IBM Developer for z Systems   (5724-T07)   with IBM Developer for z Systems Enterprise Edition (5655-AC5)

Entitlement: Ratio 1 Authorized Users for 1 Value Unit

'Ratio n for m' means that Licensee receives some number ('n') Authorized User entitlements for the IBM Developer for z Systems component (' Supporting Program') for every specified number ('m') Value Unit entitlements for IBM Developer for z Systems Enterprise Edition as a whole. The specified ratio does not apply to any entitlements that are not of the required metric type. For example, an IBM Developer for z Systems Enterprise Edition license entitlement of 200 Value Units provides 200 Authorized User entitlements for the IBM Developer for z Systems component.

Authorized User is a unit of measure by which the Supporting Program can be licensed. An Authorized User is a unique person who is given access to the supporting program. The supporting program may be installed on any number of computers or servers and each Authorized User may have simultaneous access to any number of instances of the supporting program at one time. Licensee must obtain separate, dedicated entitlements for each Authorized User accessing the supporting program in any manner directly or indirectly (for example: via a multiplexing program, device, or application server) through any means. An entitlement for an Authorized User is unique to that Authorized User and may not be shared, nor may it be reassigned other than for the permanent transfer of the Authorized User entitlement to another person.

Software Subscription and Support applies

Yes. During the Software Subscription and Support period, for the unmodified portion of a program, and to the extent problems can be recreated in the specified operating environment, IBM will provide the following:

  • Defect correction information, a restriction, or a bypass.
  • Program updates: Periodic releases of collections of code corrections, fixes, functional enhancements and new versions and releases to the program and documentation.
  • Technical assistance: A reasonable amount of remote assistance by telephone or electronically to address suspected program defects. Technical assistance is available from the IBM support center in the organization's geography.

Software Subscription and Support does not include assistance for:

  • The design and development of applications
  • Your use of programs in other than their specified operating environment
  • Failures caused by products for which IBM is not responsible under the IBM Agreement for Acquisition of Software Maintenance

Software Subscription and Support is provided only if the program is within its support timeframe as specified in the Software Support Lifecycle policy for the program.

For operating system software, the revised IBM Operational Support Services - SoftwareXcel offering will provide support for those operating systems and associated products that are not available with the Software Subscription and Support (Software Maintenance) offering.

Sub-capacity terms and conditions

For each z Systems IPLA program with Value Unit pricing, the quantity of that program needed to satisfy applicable IBM terms and conditions is referred to as the required license capacity. Your required license capacity is based upon the following factors:

  • The z Systems IPLA program you select
  • The applicable Value Unit Exhibit
  • The applicable terms
  • Whether your current mainframes are full capacity or sub-capacity

Full-capacity mainframes

In cases where full capacity is applicable, the following terms apply.

Execution based, z/OS based, full machine based: The required capacity of a z Systems IPLA program with these terms equals the MSU-rated capacity of the machines where the z Systems IPLA program executes.

Sub-capacity mainframes

In cases where sub-capacity is applicable, the following terms apply.

Execution based: The required capacity of a z Systems IPLA sub-capacity program with these terms equals the capacity of the LPARs where the z Systems IPLA program executes.

Full machine based: The required license capacity of a z Systems IPLA program with full machine based terms equals the MSU-rated capacity of the machines where the z Systems IPLA program executes.

For additional information for products with reference-based terms, z Systems IPLA sub-capacity programs with reference-based terms add value to the parent program across the environment, regardless of where in the environment the z Systems IPLA program executes.

An environment is defined as either a single or stand-alone machine or a qualified Parallel Sysplex®. You may have one or more different environments across the enterprise. To determine the required license capacity for each z Systems IPLA program with referenced-based terms, each environment should be assessed separately.

When a z Systems IPLA sub-capacity program with reference-based terms is used in a qualified Parallel Sysplex environment, the required license capacity of the z Systems IPLA program must equal the license capacity of the parent program across the Parallel Sysplex. Qualified Parallel Sysplex refers to one:

  • Where MLC pricing is aggregated across the sysplex.

Sub-capacity eligibility

To be eligible for sub-capacity charging on select z Systems IPLA programs, you must first implement and comply with all terms of either sub-capacity Workload License Charges (WLC) or sub-capacity Entry Workload License Charges (EWLC). To implement sub-capacity WLC or EWLC, a machine must be z Systems (or equivalent). On that machine:

  • All instances of the OS/390 operating system must be migrated to the z/OS operating systems.
  • Any licenses for the OS/390 operating system must be discontinued.
  • All instances of the z/OS operating systems must be running in z/Architecture® (64-bit) mode.

For that machine, you must create and submit a Sub-Capacity Report to IBM each month. Sub-Capacity Reports must be generated using the Sub-Capacity Reporting Tool (SCRT). For additional information or to obtain a copy of SCRT, go to the z Systems Software Pricing website.

You must comply with all of the terms of the WLC or EWLC offering, whichever is applicable:

  • The complete terms and conditions of sub-capacity WLC are defined in the IBM Customer Agreement - Attachment for z Systems Workload License Charges (Z125-6516).
  • The complete terms and conditions for sub-capacity EWLC are defined in the IBM Customer Agreement - Attachment for EWLC, TWLC, zELC, and z/OS.e License Charges (Z125-6587).

Additionally, you must sign and comply with the terms and conditions specified in the amendment to the IPLA contract - Amendment for Amendment for IBM z Systems Programs Sub-Capacity Pricing (Z125-6929). Once the amendment is signed, the terms in the amendment replace any and all previous z Systems IPLA sub-capacity terms and conditions.

Sub-capacity utilization determination

Sub-capacity utilization is determined based on the product's own execution as reported to IBM in accordance with the requirements for reporting sub-capacity utilization for products.

On/Off CoD

To be eligible for On/Off CoD pricing, you must be enabled for temporary capacity on the corresponding hardware, and the required contract, Attachment for IBM z Systems On/Off Capacity on Demand (Z125-7883), must be signed prior to use.
