JR43000: Provision to omit prefix/position tags in the metadata for variable length strings fields by ODBC Operator

RESOLUTION:
Provided an environment variable APT_ODBC_MDI_NO_PREFIX_POSITION when set, will not add those prefix and position tags
to the imported metadata.
