JR40807 Terminator activity causes Parallel jobs to hang instead of abort.

This change will forcibly shut down the lead osh process by sending SIGTERM and ultimately SIGKILL if it doesn't shut down with a time specified by the environment variable PXShutdownTimeout. PXShutdownTimeout specifies the number of seconds to allow after sending SIGINT before trying SIGTERM and again before sending SIGKILL.
