JR45096 Allow the ability to shut off "Saving Job Designs" for the administrative user.

To enable the functionality, create a file in the Server directory  named ".dsadm_restricted".
e.g. C:\IBM\InformationServer\Server\.dsadm_restricted
The file should have read access for all, but be restricted as to who can delete it.

The flag file applies to all DataStage projects on an engine. 
It will need to be created manually in each engine's Server directory where this behaviour is to be enforced.

If the file exists, any user with DS Administrator role will see project objects, such as jobs, 
in read-only mode. They will  get a message to that effect when they open a job for editing, 
the Save button will be disabled, and stage editing functions will also be disabled. 
This behaviour is the same as when a user with Developer role accesses a Protected Project.
