JR43998 Unable to run istool ODBAdmin purgedb and countdb commands with -authfile option 

This change extends the functionality of istool ODBAdmin commands, purgedb and countdb by adding the authfile support. 

For example: 

	istool ODBAdmin countdb -domain D -authfile af.txt -server S -all
	istool ODBAdmin purgedb -domain D -authfile af.txt -runs -engine E -project P ?upto 1 -days

The authfile should contain the encrypted or clear text values for user and password as name value pairs as shown below

user=<USERNAME>
password=<PASSWORD>
