JR42907 Use of semop() on AIX causes performance issues

The use of semop() and semclr() has been replaced with internal code for
semaphore operations on AIX.  This internal code was used in releases
prior to the 64-bit port at 8.1.  The semaphore array is no longer used;
that is, ipcs -s will no longer display 0xadec8700.
