In BSAM, you can use the DCBE option, FIXED = USER, to
mean that the caller has taken care of page fixing all the data areas.
Use the FIXED = USER option in any of the following situations:
- The BSAM caller has APF authorization.
- The BSAM caller is in system key.
- The BSAM caller is in the supervisor state.
