zEnterprise Data Compression implementation

Description: Previously, z/OS OpenSSH used the open source zlib compression library version 1.2.3. In z/OS V2R2, z/OS OpenSSH now uses the zEnterprise Data Compression zlib. A new zEDCCompression option is available in zos_ssh_config, zos_ssh_user_config, and zos_sshd_config.
