Specifies a cost-per-unit-of-time to be associated with the transmission group (TG). A value of 0 is the least expensive cost per unit of time and 255 is the most expensive.
If TOPO is coded with a connection cost specified, then the value specified through TOPO will be used as the cost per unit time until the connection is established. The COSTTIME value specified is used while the connection is active.
